In the Proposed RMP/EIS, the USFS provides two LSMs: one based on the 2013 Forest Service Landscape Priority Analysis and one based on the 2015 Sage-Grouse Scoping Plan. The LSM's are assessed using the following methodologies in the proposed RMP.
The WSAs were developed as part of the BLM Resource Management Plan (RMP) process and were developed to replace the FS WSA equivalent from the 2013 Forest Service Landscape Priority Analysis Tools (LPAT). The BLM RMP does not provide direct guidance for specific WSAs or the relative importance of the WSAs in delivering priority, and therefore, the WSAs cannot be used to rank the importance of the targeted resources. The LPAT WSAs are used at the multiple-use level, and therefore, the WSAs are not explicitly targeted to any specific land use. The WSAs identified in the LPAT are also used in the 2015 Sage-Grouse Scoping Plan.
Hence, the WSAs include approximately 21.3 million acres at the multiple-use level that are primarily utilized for public recreation; and approximately 2.3 million acres at the multiple-use level that are primarily utilized for livestock grazing. A majority of the lands identified in the LPAT WSAs are located within the Forest Service's Lees Ferry District and include the GSG WSA. Fort Collins is the only locality within Lees Ferry District that was supplied with the 2015 Sage-Grouse Scoping Plan.
