Workshop is a feature in Totally Accurate Battle Simulator that allows users to download custom units from the worksop that other players have created. These can be played with in UC, and the unit creator can make new units based on them. The units can be downloaded to work with in UC, or they can be placed on your workshop page for others to see. Workshop has been available since November 11, 2020. It's about to be released in the coming weeks.
Battle Report allows you to post a battle report that shows off your units, or a battle between two factions. It's in Beta at the moment, and as such is pretty basic. There is no stat tracking, and the custom units won't show up in the report. If you want to create a report, try Battle Simulator. You can create a report directly from UC or from the workshop page.
The availability of this feature varies. UC is in Beta, so it has a lot of bugs, and it's pretty much a work in progress. A lot of the features of UC, such as the ability to upload custom units, are not guaranteed to work, and will probably never be implemented due to the way mod.io works. UC will continue to improve, but the current state of UC is not guaranteed to be well supported. You can't really trust anything that says it works, because it isn't finished yet.
UC lets the player create their own units to use in battle. These units include:
Core units that are pre-defined
Replicates, a type of elite unit that are created by the player

Advanced stats
Only allow a certain number of replicates to be created (ie, only allow 2-3 replicates)
Advanced tactics
Advanced unit management
Advanced upgrade process
